Can’t think of a freeware app to do that. Adobe Illustrator definitely will, but the cost might rule it out. A slightly cheaper app is Affinity Designer. I also have it but haven’t personally done text wrapping with it. I only have it in case a user provides me with a Designer file that I cannot open with Illustrator.

With either app, the learning curve could be too much work to be worth the trouble unless you’re open to learning a whole new world of artwork manipulation. You could just look around for a graphic artist to do that particular piece for you.
