Could not check for an update to the carrier settings for your iPad

While using my Catalina iMac: Finder popped up saying “Could not check for an update to the carrier settings for your iPad. This device is no longer connected.”—I press OK and get—The iPad “Howard's iPad Pro” cannot be synced. An internal device error occurred.— This has happened 3 times now, over the last couple of weeks. I have shut down my iPad and my iMac after each time I got this message.

I plug my iPad and my iPhone to my computer. I dropped cell-phone service for my iPad over a year ago.

How do I eliminate getting this error?

Hello,

-Maybe it has to do with Handoff or iTunes syncing via Wi-Fi?
-Do you still have the SIM card in the iPad?
-Have you tried enabling Airplane mode on the iPad and just enabling Wi-Fi?

I just now removed my SIM card. In my notes, I only see that I got this note 3 times in November, so I won't know that that worked except if it fails.

It happened again. I'm wondering if it has something to do with a neighbor in my senior-living apartment.
