We'll need a bit more information:

-Are you syncing Contacts to iCloud?
-If so, are they listed if you login to icloud.com and click Contacts?
-What do you mean by "And why can't I open Contacts in a previous backup?"

My Contacts are present in iCloud. However, the list is identical to my Contact app.
When I open up a backup from Time Machine and try to open a previous Contacts., Time Machine quits. I get a message for a problem report

It is good that you contacts are identical between your Mac and iCloud...means the syncing is working correctly.

Can you explain the reason you are trying to open Contacts in your Time Machine backup - to try to restore the lost contacts?
