Can I duplicate a user in Mavericks? I.e. same access to folders

I'm trying to put parental controls on a 2010 Macbook Pro running Mavericks. The problem is you can't put parental controls on the administrator account, so I have to make a new user, but of course all my stuff is on the other user. All I can think of is to create a TM backup, erase everything from administrator user and migrate info to other user. I'd rather a full restore though, as with migration I think sometimes you need to reinstall apps or at least re-enter serials.
Any other ideas?
