Bypass Admin

Hi.

Recently purchased a 2nd hand Mac, and I'm trying to create a separate login for a family member. It won't let me undo the Padlock to enforce changes, even tho I have admin status on my profile. The password is correct, but it won't unlock. Any suggestions?

-Which model Mac?
-Which version of OS X/macOS?
-Was the OS install clean, and did you go through the initial setup steps to create your own (admin) account? Or, were you proivided with the user account and password by the seller?
