Adding a miscellaneous note to a OS X directory or file name

Other than opening up TextEdit, creating a new short note, and saving it to a directory, Is there a easy way [or an app] to create a note [could be a URL] and append it to the file or directory name? Might be a right-click or hover over that can be copied [and deleted] later.
