What is your Photos version? I am using version 4.0 (3461.7.140) on Mojave.
An alternative method is with Preview open and in the dock, drag the photo onto the Preview icon then Tools > Annotate > Text.

Hello,

There isn't any way to add a caption directly on a photo in Photos. You can however add photo titles by clicking on View > Metadata > Titles from the menu bar. You can then add a title by hovering you mouse directly underneath the photo and clicking where it says Untitled, or by right-clicking a photo > Get Info > click on Title.

Hope that helps,

C
