turning off voice

An unusual problem that I've never encountered in owning three macs over the years. All of a sudden today I got this voice announcing every move I make. I went into preferences and muted both input and output but all that does is turn all the sound off. Does anyone know how to remove the robot voice that keeps telling me "close tab" etc etc. etc.? Thanks for any assistance provided.
