Stuck setting up new iPad for child

Hi everyone, I'm having trouble setting up a new iPad Pro for my child. I've gone through the initial setup steps and created a new Apple ID for them. However, when I try to set up parental controls, I'm stuck at the point where it asks me to create a Screen Time Passcode. I enter the new code, and then it asks me to re-enter it. After I do that, it just stays on that screen indefinitely with no error message. The iPad isn't frozen, as I can still press the back button, but I can't move past this step. Has anyone else experienced this issue? Any suggestions on how to fix it would be greatly appreciated. Thanks!

Here are a few steps you can take to try and resolve this issue:

Restart the iPad​

1. Restart the iPad:
   • Press and hold the Top button and either Volume button until the power off slider appears.
   • Drag the slider to turn off the iPad.
   • Wait a few seconds, then press and hold the Top button again until you see the Apple logo.

Set Up Screen Time Again​

1. Try Setting Up Screen Time Again:
   • Go to Settings > Screen Time.
   • Tap Turn On Screen Time, then tap Continue.
   • Select This is My Child's iPad and follow the prompts to set up Screen Time.
   • When prompted to create a Screen Time Passcode, enter the passcode and confirm it.

Update iOS​

1. Check for iOS Updates:
   • Ensure the iPad is running the latest version of iOS.
   • Go to Settings > General > Software Update and install any available updates.

Reset All Settings​

1. Reset All Settings:
   • This will reset all system settings to default without deleting data.
   • Go to Settings > General > Reset > Reset All Settings.

Use Family Sharing​

1. Set Up Family Sharing:
   • If you haven't already, set up Family Sharing on your device and add your child's Apple ID.
   • Go to Settings > your name > Family Sharing > Add Member.
   • Select Create Child Account and follow the prompts to set up a new account for your child.

same here - no way to move past the content access page, brand new ipad air m2 out of the box, tried restarting. No way to update new ipad nor enter control panel

In most cases I have found it easier to first setup the device for myself signing in to iCloud with my Apple ID.

Set up Family Sharing, add your children and appoint yourself as Guardian.
Setting screen time and restrictions can be done or changed at any time.

You can then sign out and sign in with the child's Apple ID or create a new one.
