restore OS

My old hard drive just broke and I got a new one put in. I had bought my Powerbook G4 used, with OS Leopard installed on it. All my files are backed up on an external drive via Time Machine. However, after the hard drive replacement I only have OS X 10.3.9 and which only allows an ancient version of Safari...
Can I get back to Leopard without having the installer disc?

First off get CarbonCoppyCloner. One of the best shareware app you can ever purchase, especially for the price. This will copy from one drive to another and create a bootable drive as well.

I would first start off the external to verify all works as you want. Then erase the internal (Disk Utility) and partition or whatever to insure a clean disc. Then run CCC. Pretty easy to set up and run. Take a while for the first back-up, but does an excellent job. Bombich software has good support also if you get stuck.
