Hot to restore with limited access

I'm pretty sure I have a virus.

Any idea how I can do a new install without access to disk utilities? Any screen I manage to get to that will start a new install the enter key is disabled and my mouse cursor won't move. Ironically, I have Norton installed and just ran it yesterday.

-Which model Mac?
-Which version of OS X?
-Can you explain the issue a bit further - are you trying to do a clean install of everything including OS X?
-Do you have a specific need for Norton?
