Reinstall Catalina using Time Machine hasn't worked.

I had major problems with Big sur, so decided to reinstall Catalina using Time Machine.. It went slowly but well and gave no problems. On restart, there is a problem, I get the page giving the choice of reinstalling using Time Machine, disk utility or something else. It all went well, but on restart the machine goes into a loop ....I can choose restart or shutdown, restart just repeats itself all the time. When I choose the startup disc, it starts but never opens the system. What am I doing wrong?

Was the reinstall completed and now you are having these issues, or are you stuck in the middle of the reinstall?
