Question Mark looks like this É or é

My G4 Power mac osx took a lot longer to start up today. That has never happened before. At one point I did not think my desktop folders would appear at all. Now a question mark looks like this É or é. And if I use the contraction for I am it looks like this Ièam. I do have Microsoft word etc. installed and no anti virus software that I know about. I have done re-start & shut down & unplugged my keyboard. I have done a basic scan with Macscan. Can anyone help ( question mark) TIA -Raindeer Not too computer literate so please make it simple.) Sorry, itès Mac OSX version 10.3.9

Problem solved! Somehow the US input mode or American Flag character at the top right hand side of screen changed itself to Canadian-CSA and the Canadian flag. Once I changed it back my keyboard began co-operating again.
