Problem in Mail program

When I try to change the preferences in the Mail Program in System 10.4, I get the following message:

Writing your preferences to disk has failed. Your preferences may not have been saved. The permissions on ~/Library/Preferences may be wrong or your disk may be full.

I know the disk is not full. Where exactly do I find ~/Library/Preferences, and how do I rectify the problem? Has anyone else had this problem? Does anyone know what to do about it?

You might want to revise your note and remove your email address. Spammers tend to lurk public forums and harvest email addresses.

As for your issue, try this. Go to your Applications folder > Utilities > Disk Utility and run the option to repair permissions. See if that helps.
