No File Sharing Service ??

Hi,
Im trying to enable ftp fo Mac OS Server,
Im new to mac, from what I read I should go to
"System Preferences", then "Sharing" then enable "File Sharing"
but there is no "File Sharing option there.
Maybe the option is not installed?
