New Mac will not allow permission for multiple functions

I am a 20+ year Windows I.T. professional and recently bought my first mac.
It's a refurb from Amazon, so that might play into this issue.

The account I created during setup is denied permission to the app store and other functions, and is an administrator. The built in admin account has the same issue.
Am I doing something wrong or should I return this one and get a different one?

I wiped the drive and reinstalled catalina, it's working normally now

OK, good...might have been something with the macOS image that was installed pre-purchase.
