Mojave will only allow one app to have a window open at a time

E.g. With Apple Mail open, to open folder containing a file for attachment to a newly created email, MAIL window closes and folder window containing target file opens BUT Mail window closes.

Thus preventing me from dragging the selected file into the new email I want to send.
