Miss line by line scroll in Mail, OS 10.13.5

Upgraded from 32 bit, 10.6 to 64 bit, 10.13.5.
Old Mail had both page by page and line by line scroll capabilities in right margin.
10.13 only has page scroll.
How to add line scroll at bottom of page scroll column?

Try changing the following: Mail > Preferences > Viewing > check Use classic layout.
