SOLVED Lost Password, Trying to Reset, Being Sent in Circles

I've lost my password and I'm finding it impossible to reset.

Here's what I'm doing:
Click "Sign In" in System Preferences, enter Apple ID
Next Screen - click "Forgot Apple ID or Password"
Next Screen - re-enter Apple ID per prompt, click continue
Next Screen - enter phone number associated with this account, per prompt, enter code
Pop Up - Click "Start Account Recovery" which sends me back to original sign-in page...

I've gone through this six times. Am I missing something?

I need to get into this account as some important notes are attached.

-Which password did you forget - the user password for your Mac or your Apple ID password?
-Do you have an iOS device signed in with the same Apple ID as the Mac?

I lost the Apple ID password, I can sign into the mac.
No, I have a macbook air and no other iOS devices.

Try this way: Apple ID - iForgot

Hopefully that will work.

Thanks. Unfortunately, I have tried this, it just directs me back to my mac to follow the prompts, which is the maddening processs I described above.

You should probably find a way to talk to Apple then, since that isn't working. That will be the best way to get it sorted.
