Yes, you should be able to copy files to an external hard drive while in safe mode...is that what you are asking?

Are your photos all in the Photos Library - when you launch the Photos app, are they all in there?

If so, you can simply copy the Macintosh HD > Users > your user > Pictures > Photos Library to an external hard drive.
