Failed to personalize

Hi. I'm having trouble with my mbp m1. I've tried reinstalling macos from bigsur 11.2 to the latest monterey. Even let it reinstall through recovery, everything errors to failed to personalize. I also tried the dfu mode using other mac, wouldn't restore. Apple won't help because they can't verify the serial number. Went to an authorized store, same thing they couldn't install. Closest progress I've made was installing bigsur 11.2.3 halfway it'll ask to reduced security then it fails after restart. Also tried the erase mac multiple times then activates after restart. Please advise. Thank you.

• Which exact model is the MBP - M1 or M1 Pro/M1 Max?
• Did you purchase the M1 MBP new or used?
• Did you purchase it from an authorized Apple vendor, from another reseller, or from the original owner in a private sale?

Something isn't right if Apple cannot verify the serial number.
