Chanage permissions read/write

G-5, OSX 10.4.11

I recently noticed that when I go to Get Info to change the permissions/ownership of a folder and its contents that the Apply to enclosed items is grayed out.

Repaired permissions with Disk utilities and Onyx. Changed accounts. Even did a reinstall of the OS with Archive and Install. Same thing!

Don't where to turn now.

Any and all help is appreciated
