boot loop on early 2009 imac

I'm having trouble getting my mac to recognize a bootable usb disk. I have a kernal panic and want to reinstall mac os el capitan 10.11. I have started it with the options key and the boot manager showing a recovery disc but tnohijg else . have tried several USB sticks, and reset the pram and have run out of ideas
