Yosemite admin permissions issue

hi,
i have an admin account that i have verified and repaired all the permissions for.
i also have a fresh admin account that i just created.
the thing is, on the fresh admin account i am able to run a particular app but on my normal admin account i double click on the app and nothing happens.
i am stumped as to what to try next

• Could also be permission file corruption or conflict issue
