My brother and I live about 3 states away from each other but we’d like to have video sessions similar to FactTime. The problem is that he’s on a Windows platform. So far I’ve considered Skype and Zoom as likely candidates. Any recommendations for these two or other means?

Skype has been "Sundowned' by Microsoft and "replaced with MS Teams. While I was a big fan of Skype for voice calls to landlines (VOiP)
Teams is useless for this.
My best suggestion would be WhatsApp. You can send Texts, Photos, make Voice Calls and Video Calls across all platforms and it's all end to end encrypted.
Zoom will work also but its not really designed for your purpose. Facebook Messenger is also capable of making video calls but having used both, WhatsApp is my preference for ease of use and privacy.
