Resizing photos

I have two passport photos that I've taken with my digital camera and imported to iPhoto in a 2X2 inch size after cropping with the US State Department's passport cropping tool. However, when I print the photos, with my HP Photosmart Premium 310a wireless printer, they print 8 1/4 X 8 1/4.
I need instructions on how to print these photos 2X2.
Any suggestions would be appreciated.

I use Preview. Drag the photos out to the desktop, double click them should open Preview.

Under Tools > Adjust Size.
When you print make sure scaling is 100% else Preview will print them the whole page size
