Printing from iPad

We want to provide an employee with an iPad and a printer to use at home to print out job sheets that we have sent to him via email.

He does not have an internet connection or another computer at home.

Can he just connect the iPad to the printer with a USB cable?

I looked at a printer with AirPrint on it but apparently you still need a Mac or PC?

If the Printer has AirPrint the iPad can print to it via WiFi.
