OS 10.3.9 email Mac.com email doesn't go out, though I can receive

In August when Apple switched from Mac.com to mini Me, I lost service for a couple of weeks. My OS 10.3.9 doesn't work with mini Me.

Finally got back on mac.com and had no trouble till today.
Now, outgoing emails are piling up in my OUT box.

Is this an Apple problem?
Is there a solution, short of buying a newer OS?
