No access to Apple store

I have a App Store icon on my menu bar that doesn't open on my Macboo Pro OS 10:13.6. It worked initially, but seemingly after
a few interrupted upgrade downloads it became inactivated. I have now a App Store ID and passcode, but it still won't let me shop.
Is it possible to restore or reset. Thank you much to anyone who has the answer.
