iChat error 8

i need help. i have opened all ports recommended on my computer, changed bandwith in Quicktime to 256Kbps, turned off firewall, forwarded ports on my wireless router a Linksys WRT54G version 2, restarted countless times and i still cant get audio or video on iChat. I get error -8 messages each time. it ususally says i declined , even though i've accepted the chat. i can chat with text but that's it. On macs as well as pcs. i have a 2.1 GHz PowerPC G5 Mac OS X 10.4.8 with built in iSight etc. Below are some of the details of the error message if that will help. Could it be a problem with my ISP? Any ideas?
