Forwarding image in Mail degrades quality

I am having difficulty with Mail 3.5 in which graphics attached to a message are degraded when I attempt to forward the incoming message. Does anyone know what causes this? or how to make a quick fix? I have been able to attach the original graphic to a new message but this requires multiple steps and is inconvenient.

MacBook Pro 2.33; OSX 10.5.5; Mail 3.5
