2009 Imac hard drive

I installed a newly formatted hard drive in my 2009 imac. My old stopped working. When I start the computer holding option it comes up with a grey screen with a picture of the hard drive and I have also inserted the leopard operating disk which shows up next to the Hard drive image. When I try to click on either one the computer freezes and them reboots itself and keeps rebooting till I hold the power button. Please advise on how to reinstall the operating system. Thanks!
