Cannot close Photos Library

Photos is malfunctioning. Some photos taken today with my iPhone 5C could not be automatically downloaded although the iPhone and my iMac Retina usually work in perfect harmony but now a message appears: Closing the library . . . which I have left for hours only to see the message still there. I cannot shut down the Mac without a request to exit Photos and that cannot be done without first closing the library - which I have been unable to do. Should I unplug the Mac? - will a forced shut-down clear the glitch?

Any advice on how to proceed would be most appreciated, thank you in anticipation.

I also have problems with closing the photo program. You have to close it forcibly to turn off the Mac.
