Workgroup Manager is forgetting my passwords

I've just got 10.2 server running on my old mac desktop and I want to set this up as a central file server. All should be eaay enough. The problem that I'm having is that when I add users using Workgroup Manager so that I can se up access and share points, no matter what I do, the password is always reset to an 8-character string that I don't know instead of what I've set it to. I can't make Workgroup Manager store any of the passwords for the users and thanks to that I can't access the server from my remote computers.

Anyone got any ideas?
