RE-installing Leopard gives grey screen only

I am trying to re-install Leopard on my G4...because I am having browser issues and cannot repair permissions
My computer gets me to the grey apple screen but no further. Tried holding down C after the start-up chime, but it won't work.
Any ideas? Thanks in advance.
