Yes, it looks like it may be Monocle from Waffle Software, which is a search engine app:

Or, it could be a Safari or Google extension or malware. Have you run Malwarebytes for Mac, just in case?

its not monacle, i havent added anything in the last could be months and there was an update 2 days for the new mac software

It isn't anything I have seen from Apple, even with Catalina, especially since it has an Exit command.

What happens if you choose Exit and restart - does it come back?
