Moving photos between iPhone and MacBook

I'm not sure this is the correct forum in which to post this. If it isn't, please direct me to the correct one. I thought if I turned on iCloud Photo Library on my iPhone and MacBook Pro, all the photos I take with my iPhone would show up on my MacBook. They did briefly, when I went to Philadelphia in May. I was pleasantly surprised, because this hadn't happened before. It hasn't happened since, either. Isn't there a way to get the iPhone photos to show up in Photos on my MacBook without having to hook up the phone to the Mac and go through iTunes? Thanks, guys.
