Mac OS Startu UP Disk

Hi, my Mac is failing to start up. I get the blank screen and then the flashing icon after a while. I guess you need the start up disk to be able to solve this? My problem is i don't have the start up disk. Is there anyway to create one or solve this?

Did you buy your Mac second hand marciawalton? What is the flashing icon you can see?
