com.apple.Safari.plist keeps disappearing

I suddenly can't make bookmarks any longer. So I decided to dump the com.apple.Safari.plist. There is none. I rebooted and a new the com.apple.Safari.plist was there. Still could not make bookmarks. So I wanted to dump the com.apple.Safari.plist, but it has again disappeared. Please advise!

So I removed the bookmarks.plist after exporting my bookmarks. Reimported the bookmarks.plist and I can once again save bookmarks.

However, I have the unsolved mystery of the disappearing com.apple, Safari.plist.

I have the file on my MacBook Air, and I am using OS 10.11.3. It is located in /Users/myusername/Library/Preferences. I actually use Google Chrome about 99% of the time (in that same location, I have the file com.apple.chrome.plist), but I do use Safari once in a while. And, recently when I was using it, I was able to make some bookmarks.
