Automator - Recording keystrokes (shortcuts) in Photoshop CC

I'm new to Automator but think I have the gist of what to do. I've been trying to record a Service (with 'Watch me Do') to duplicate the current window and send it to my dual monitor. Using Photoshop settings and a workspace app called Divvy, his can be done with 3 keystrokes.

However, Watch me Do only seems to record the procedure when I use the mouse. It doesn't record the shortcut keystrokes. Playback when using the mouse is flaky at best. It also records the document name (i.e. move Window "Testing Action.jpegg to...) so that it won't work generically.

Is this a limitation? Should I look at Applescript instead?
