Trying to change the title color

I have a vision problem due to cataracts and in Safari I find the green title color very hard to read.
I have tried many times now to change that color but with no success.
I go to Settings>All settings>Appearance and change the color title icon to blue>Click Save and exit>I close Safari and then reopen it. The change has not taken place and I am once again with the green title color.

Can anyone please tell me what I am doing wrong and help me with this problem?

• Which version of OS X/macOS?
• Which version of Safari?
• I am not familiar with Safari > Settings > All Settings > Appearance...can you upload a screen shot of that?
