Strange OSX Catalina behaviour on start up

Recently Ive been having a random start up problem (every 2-3 startups) where the mouse freezes on screen on the opened startup apps; same happens for dock items and any app File/Edit/etc/etc but they can be clicked with a mouse right click. Also on the desktop the mouse 'paints' a box of changing size with mouse movement that i cant delete out of (sounds wierd, I know).

Sometimes (not always) a restart fixes it, always a Shut Down then restart fixes it?

Is it a sign of some imminent hardware failure ?

It could be a software or hardware issue.

-Did the issue start after upgrading to Catalina?
-Can you upload a photo of the issue?
