I find that my Apple Mail app is sending too much stuff to the jUNK FOLDER. How do I clear the command and reset it from scratch ?

In the Mail app go to the preferences (Settings in macOS Ventura) and click on Junk Mail. If it is enabled then on the bottom of that window, you should see a button titled Reset... Click that and confirm that you want to reset the rules on the popup window.

You also may want to check out SpamSieve from c-command (https://c-command.com/spamsieve) if you get a lot of spam.
