Restoring MacBook 'stuck'

I was trying to restore my MacBook Pro to factory settings and after erasing the items on my disk, I can't install Mac OS X Lion back in. It it's stuck on a screen for over a week. I have tried restarting but it doesn't help. The screen says 'To download and restore MAC OS X, your computer's eligibility will be verified with Apple' the 'loading installation information' just keeps loading and doesn't advance to another page.
