previous system in trash

I have a folder called PREVIOUS SYSTEM in my trash.
Do normal users have that in their trash?
( I ask about normal users because I have been and am currently running official Apple beat program )
When does it get used.
Is this good, or a leftover from something?

-Which model Mac?
-Which version of OS X is installed currently?
-What do you mean by "I have been and am currently running official Apple beat program"?
-Do you have a current Time Machine or other backup?
-Did you recently install an OS X upgrade?
-Is your Mac working normally now?

Normally, during an upgrade installation of OS X, the installer will move the previous system into the trash, install the new version, migrate your data, then empty it when it is finished. All this takes place "behind" the Apple Installer progress bar screen.
