Php on elCapitan 10.11

Hello,
I'm still running 10.11 Server and I updated my php installation from 7.2.0 to 7.3.8 with the installer from php-osx.liip.ch and I run into SSL problems with my webmail interface.I get this error, when I try to log into my mailserver:
warning: TLS library problem: error:14094418:SSL routines:SSL3_READ_BYTES:tlsv1 alert unknown ca:/Library/Caches/com.apple.xbs/Sources/libressl/libressl-1.60.2/libressl/ssl/s3_pkt.c:1133:SSL alert number 48
All what I found, is a certificate problem.
Now I entered the CA path in the php.ini but that doesn't do the trick.
Any idea?
