old os strangely incomplete, trying to re install without cd or time machine,

i have a mid 2007 2.16ghz intel core duo with 4gb ram, using 10.6.8. its secondhand and the previous owner has deleted much info, i.e. clicking on about this mac has only processor os version and ram, the more info is greyed out, similarly the app which shows ongoing processes isnt there. to resolve this i'm trying to re install the os, but new to apple and don't know how to do this. have a mem stick with the os on it, but during the process it asks for my apple id and when i enter it a message says, 'temporarily unavailable, try later" which i've done three times, also checked my apple id, it's correct. any suggestions gratefully rceived

Hello and welcome.

-OS X 10.6 Snow Leopard came on install discs...do you still have them?
-How was the installer on the memory stick created?
-At what point is the installer asking for your Apple ID...can you get past that screen without entering it?
