Manage Plugins is not appearing under Preferences->Security Tab

MacBook Air

I have Flash installed. Pandora works great.
But it is NOT working on another site (a file uploader that uses Flash)
I go to Preferences->Security.
All I get are Fraudulent Sites and Web Content.
Under Web Content there is no Web-GL option.

The "Internet Plugins" option does not appear at all

Any ideas?

Need more information:

1. What exact Mac OS are you running?

2. Which browser are you using? Have you tried using another browser?

3. Have you ever done any disk cleanup/maintenance/repairs from a software perspective?

4. Are you making backups to an external device?

here is what i have:

IOS 10.12.6

Safari 11
Firefox also has this problem.
