Ok so my issue is my mac refuses to connect to any networks. It first started with my home network I can see the network and click to join but it fails saying connection failed. I assumed this was just because my signal was weak. But i then tried to connect to my phone hotspot sometbing right next to it the same issue happened showing its not a signal issue.

Hi,
I take it that all other devices ( Phone Printer etc) are fine and find your network. If so you my need to just reboot the router.
Also turn off bluetooth and forget your network and then reset it.
I would also run through the apple WiFi diagnostic set up https://support.apple.com/en-us/HT202663
Apple recommends WPA3 personal for better security, although you can use WPA2/WPA3 transitional with older devices.
