Mac refusing to turn on

I honestly known nothing about macs; I use windows and Linux for the most part. I came home today only to find that my parent’s Mac desktop was refusing to work. The images above show what I mean. Any insight into what might be the issue and how to fix it would be appreciated.

That looks like a possible failing graphics card.

-What is the exact model of the iMac?
-Which version of OS X/macOS?
-Did they recently experience a power outage while it was powered on?
